The National Guard serves a dual role in the US. Title 32 establishes and defines the role of the State Militia or National Guard. National Guard The volunteer military forces of each state which the governor of a state can summon in times of civil disorder or natural disaster.

Title 32 Full-Time National Guard Duty. The United States Coast Guard under the Department of Homeland Security and United States Space Force under the Department of the Air Force are not covered by the Act. Most of the time its under the control of individual states with the state governor acting as commander in chief.
